What is RainCity Partnerships?

RainCity Partnerships is a community-based public private partnership (CBP3). CBP3s represent an innovative approach to local government projects, leveraging the strengths of both the public and private sector to make community visions become a reality.
Unlike traditional models, CBP3s intentionally utilize each sector’s advantages to enhance public infrastructure projects. By awarding contracts locally and building local workforce capacity, RainCity will concentrate benefits within the community, particularly benefiting underserved neighborhoods.
RainCity aims to transfer risk and finance large-scale investments while prioritizing community involvement, and performance-based payments. With enhanced community engagement, RainCity will incentivize private partners to meet project objectives, including secondary outcomes like workforce development and public engagement.

Seattle Public Utilities (SPU) are the visionaries behind RainCity, providing the inspiration, funding and long-term commitment needed to make a lasting impact.. Through extensive community outreach, SPU crafted the vision to develop the program goals and requirements.

Meet the Program Manager

To maintain efficient operations, SPU has partnered with CIS, a renowned expert in managing community-based programs that lead to climate resilience-based solutions. CIS will build a team of local experts across various fields, from engineering to the arts, to invigorate neighborhoods and bring our projects to life. Collaborating with local leaders and passionate community members, CIS is committed to assisting Seattle in addressing climate challenges.
Since 2015, CIS has spearheaded some of the nation’s largest urban greening programs. These initiatives not only foster opportunities for small, local businesses but also provide valuable environmental education to community members.
As Program Manager, CIS does not self-perform the work for RainCity. CIS’s role is to connect with local experts, business and contractors to integrate community outreach, design and performance.
